Is there any way one can edit the picklist file outside of CRAL?

The picklist entries can not be edited outside of Report Pro, although you can print a list to hardcopy or PDF by clicking File, Common Responses, Print.  This method can give you a scratch sheet to reference the contents of your picklist while you go to the fields you'd like to change and edit when you're in Report Pro (Right click, Common Response, Edit   OR   Shift F6)

how do i edit a linked common response. I made a spelling mistake in a linked field and the only way i can do it is delete the response and link. is there a short cut?

The fastest way is to drop the response into a report, delete it with Shift F6, make your change on the report (because the text will be there waiting on the form) and then recreate it by selecting the fields and F6 to create
